Administrative Expertise
Aside from his attorney experience, Mr. Biviano has developed a state-wide reputation as an effective hands on Administrator. Mr. Biviano served as a public official in five (5) New Jersey communities located in four (4) counties --- Bergen, Passaic, Sussex and Monmouth. His experience has spanned the spectrum from urban to suburban to rural to seasonal resort communities. Mr. Biviano has served as Assistant to the Business Administrator for the City of Paterson, and as Borough Administrator (Chief Administrative Officer) for the communities of: Leonia, Atlantic Highlands, Ramsey and Hopatcong.
In this manner Mr. Biviano possesses unique insight to: the formulation of public policy; day-to-day government operations; budget preparation and implementation; financial planning and investment. Moreover Mr. Biviano understands the symbiotic relationship of local government to the county, local and regional boards of education, districts, neighboring communities, state and federal governments. Mr. Biviano also served as administrator for a water district; a sewer district and a municipal harbor district.
Mr. Biviano has obtained millions of dollars in federal and state grants for downtown revitalization; establishing and enhancing a water district; rehabilitation of current housing stock; construction and restoration of public buildings, facilities and roadways. Mr. Biviano has overseen millions of dollars in building construction. He has been at the "cutting edge" of the development of self-insurance programs and joint insurance funding groups for more than two decades.Venue
